Indicators are quantitative decision-making tools that, when well-designed and properly utilized, serve as valuable instruments for targeted, effective, and measurable development actions. In the economic domain, numerous factors are easily quantifiable, allowing for a better grasp of reality, novel data correlations, and tracking of trends.

Although one might assume that legal matters could be similarly quantified, this is far from the case. Various challenges include resistance from legal practitioners, the inherent complexity of legal frameworks, and the challenges in collecting relevant data. Despite these obstacles, legal indicators have proliferated in recent years, often driven by economic considerations. These represent significant innovations but still face challenges related to data availability, methodology, transparency, and interoperability.

This roundtable aims to foster dialogue between those who create legal indicators and those who use them to explore ways to improve their design and application. A key focus will be the World Observatory on Legal Indicators (WOLI) initiative, which seeks to catalog, structure, and maximize the potential of legal indicators.
