Domestic Resource Mobilization: Tools for an Enabling Regulatory Environment
Adequate Domestic Resource Mobilization (DRM) is a persistent challenge for many countries, especially in the global south. Central to adequate DRM is a tax base that is appropriately reflective of the economic activities of a country coupled with an efficient and transparent tax administration system. Legislation that is responsive to the local context while cognizant of the associated global legal frameworks is necessary for shaping effective fiscal behaviour.
This session, led by the GFLJD Domestic Resource Mobilization Working Group under the auspices of the World Bank, will spotlight the creation of the Africa Tax Legislation Atlas—an innovative digital repository consolidating Africa’s tax laws to support transparency, comparative analysis, and legal reform. The session will explore how accessible legal data can empower policymakers, tax administrators, and legal practitioners to design more efficient, tax systems, while also addressing challenges to DRM. The Atlas exemplifies the evolving role of legal professionals as architects of robust regulatory environments and champions of long-term development impact.
