The LEADS (Lead. Adapt. Scale.) is a collaboration between the World Bank’s Development Impact Group (DECDI) and other departments in the World Bank and the International Finance Corporation (IFC) aimed at systematically integrating global evidence and trial-and-adopt impact evaluations into project design and implementation, with the goal of steering operations toward greater development impact at scale. 

Entertainment media (EM) - film, television, streaming, gaming, and digital content - reaches billions daily. When aligned with social impact objectives, EM has enormous potential to influence attitudes and behaviors at scale. With audiences seeking content that reflects their realities and values, new opportunities are opening for productions from emerging markets to succeed at home and abroad.

To harness this potential, a coalition led by the DECDI Edutainment Program, together with partners across the development and EM sectors, is curating a series of policy and industry dialogues. These aim to accelerate collaboration to expand the creation and circulation of high-quality, socially impactful storytelling. Sessions will also explore how EdTech complements EM, and how AI is being used to analyze gender portrayals in media while driving the production and evaluation of edutainment.

In fall 2025, the World Bank will co-host policy and EM industry events in NYC, Nigeria (Abuja and Lagos) and Los Angeles. These gatherings will feature (i) Knowledge-sharing sessions on media trends and the impact of EM with social objectives (often termed edutainment), Education-Technology (EdTech) and AI on human development and gender equality; (ii) Learning sessions on practical “How-To” strategies for producing and scaling this more ‘nutritious’ media content; and (iii) Panel discussions on the challenges and opportunities for building commercially sustainable partnerships between the development and entertainment media sectors.

The fall 2025 events are organized in partnership with the World Bank Gender team, Women in Film (WIF), USC Annenberg Norman Lear Center, UPenn-Computational Social Listening Lab, and Eden Venture Group, with support from the Gates Foundation and the European Union (Nigeria Delegation).

Senior Economist and Program Lead, Entertainment-Education program, World Bank Development Impact

Victor founded and leads the World Bank’s research program on Entertainment-Education, the use of media entertainment with development objectives.  He runs this program in close collaboration with researchers and practitioners from governments, the World Bank, development partners, and global entertainment media and technology firms.  He is currently running experiments and AI research in the fields of gender norms, edtech and girl education, vaccinations, community health workers, sexual health, malaria, renewable energy, gender-based violence, hate speech, environment, and vocational training across Sub-Saharan Africa, South Asia, the Middle East and Northern Africa, and Latin America & the Caribbean.

He received a Master's in Public Affairs and Economics from Princeton University and a PhD in Social Intervention from Oxford University.

Fifehan Osikanlu is a creative strategist, executive producer, and social impact architect working at the nexus of culture, health, and capital. She is the Founder & CEO of Eden Venture Group, a platform that blends investment, storytelling, and ecosystem building to advance people of African descent across Africa and the diaspora. Her work spans mobilizing capital and partnerships for women- and youth-led enterprises, producing short films, podcasts, and narrative projects, and curating convenings that connect policymakers, investors, and creatives. She is passionate about promoting maternal and reproductive health, mental well-being, youth opportunity, education, and economic empowerment, reframing how culture and storytelling drive social transformation at scale. Previously, Fifehan led growth and strategy roles at Amazon.com and Viathan Engineering Group before consulting across technology, private equity, and the creative industries. She holds an MBA in Global Leadership from Thunderbird School of Global Management and a BA in Sociology (cum laude) from Georgia State University.

His Highness Muhammad Sanusi II, PhD, CON

The Emir of Kano

The 14th Emir of Kano, His Highness (HH) Muhammad Sanusi II was turbaned in June of 2014. Prior to ascending the throne, HH was the Governor of the Central Bank of Nigeria. He was also at a time the Chief Risk Officer and Group CEO of First Bank of Nigeria Plc which was then Nigeria’s largest bank. He is credited with reforming the financial sector of Nigeria and is currently working on attracting investments in energy and manufacturing in his capacity as chairman of the Kano state Investment Advisory Committee. HH holds degrees in economics and Islamic law. HH is focused on peace, public health, girl-child education advocacy, job creation and reforms of Muslim family law.

Professor Suwaiba Said Ahmad

Minister of State for Education, Federal Government of Nigeria

Professor Suwaiba Said Ahmad is a distinguished academic, educationist, and policy leader from Jigawa State, Nigeria. She holds a Ph.D. in Science Education from Ahmadu Bello University, Zaria, and rose through the ranks at Bayero University, Kano, where she attained the position of Professor of Science Education in 2024. Her career spans teaching, research, and leadership, including service as Director of the Centre for Gender Studies and Provost of the Jigawa State College of Legal and Remedial Studies. A passionate advocate for girl child education and women’s empowerment, Professor Ahmad has consulted widely with national and international development partners on education policy and reform. In October 2024, she was appointed Minister of State for Education by President Bola Ahmed Tinubu, GCFR. In this role, she champions quality and inclusive education, driving two key pillars under the Nigeria’s Education Sector Renewal Initiative (NESRI); Education and Quality Assurance, and Girl Child Education through LUMINAH 2030. She also provides strategic leadership on the revitalization of the National Almajiri Policy and other critical education reforms. A prolific scholar, mentor, and advocate of excellence, Professor Ahmad continues to inspire a new generation of educators and leaders. She is happily married with children

Head of the European Union Delegation to Nigeria and to the Economic Community of West African States (ECOWAS)

Mr Mignot was previously the Ambassador of the European Union to Mexico. Before joining the European External Action Service in 2021, the career diplomat spent 26 years in the Foreign Service of his home country of France. He has diplomatic experience in some of the most demanding regions of the world, including Latin America.

Taimur Samad

Operations Manager, Nigeria and Western and Central Africa Region

Taimur Samad leads country engagement and delivery across a portfolio focused on macro-fiscal reforms, private-sector–led growth, infrastructure, and human capital. A seasoned urban and infrastructure specialist, Taimur has held leadership roles across regions, including Program Leader for Sustainable Development and Infrastructure in Colombia and Venezuela, and earlier posts in Indonesia and Latin America. He co-authored the World Bank’s Colombia Urbanization Review and has contributed to flagship work on cities, PPPs, housing, and economic competitiveness. Before Nigeria, he managed complex multi-sector investment and advisory operations, including development policy financing for productive and sustainable cities. Taimur joined the World Bank in 2001 and holds a graduate degree from Brandeis University. He frequently represents the Bank on Nigeria’s growth, reforms, and inclusion agenda, including the Country Private Sector Diagnostic and Nigeria Development Update, and structural transformation.

Hon. Mrs. Toke Benson-Awoyinka

Lagos State Commissioner for Tourism, Arts, and Culture

Hon. Mrs. Toke Benson-Awoyinka leads transformative initiatives to position Lagos as a year-round global tourism destination. A lawyer by training, she earned her LL.B from Lagos State University and was called to the Nigerian Bar in 1990. Her career spans legal practice, international consultancy, and public service, including her prior role as Special Adviser on Housing to the Governor of Lagos State. Since her appointment in 2023, she has championed cultural preservation, revitalized heritage festivals, and launched innovative water-based tourism projects. Her leadership has earned her the 2025 Best Commissioner Award at the Global Excellence Recognition Awards. She also received a California Legislative Honor for fostering global cultural exchange. Commissioner Benson-Awoyinka is widely recognized for integrating cultural vibrancy with economic development, empowering local creatives, and redefining Lagos as Africa’s cultural capital.

Tega Onojaife is a sports producer and presenter for Smooth 98.1 FM Radio and the founder of the Ladies in Sport Conference. Tonye Faloughi-Ekezie is a Nigerian entrepreneur, author, and advocate dedicated to inclusion through creativity. Chii has also contributed as an Investment Committee Member for the Clean Energy Local Currency Fund. She holds advanced training in European Climate Policy and EU Financial Markets from the University of Leicester and is pursuing a PhD in Economics at Nile University of Nigeria, having studied the History of Economic Thought at the University of Oxford. Dr. Toyosi Akerele-Ogunsiji is a leading African voice in Artificial Intelligence for Development, EdTech, Media Innovation, and Policy Strategy. As the Founder of Rise Networks and Rise Interactive Studios, she drives AI governance, workforce transformation, and inclusive digital opportunities across Africa.

A Harvard Kennedy School alumna and Ph.D. holder in Defense and Strategic Studies from the Nigerian Defense Academy, her research examines the implications of artificial intelligence on Nigeria’s national and economic security. Under her leadership, Rise Networks launched West Africa’s first career chatbot and conducted a UK-FCDO–commissioned study on AI for border governance. Rise Interactive Studios also produced MAKEMATION (2025), Africa’s first AI-themed feature film, which has earned global acclaim for redefining African storytelling.

At the World Bank’s Development Impact Evaluation Department (DIME), he develops machine learning methods and applications to scale development impact. He is also a visiting researcher at NYU Computer Science and a fellow at MIT Connection Science, where he advances the use of data and technology to address global challenges.

Associate Professor in the research-track in the Department of Computer and Information Science at the University of Pennsylvania.

He directs the Computational Social Listening Lab, where his group builds predictive models and conversational agents to uncover insights into health outcomes and psychological states of individuals and communities. This research aims to supplement clinical diagnoses and facilitate early, personalized interventions to improve treatments and well-being. He develops computational models using large-scale user-generated text, image, and mobile sensor data to explore geospatial, cross-cultural, and temporal dimensions of human behavior. His work has been featured by the American Psychological Association, WIRED, Canadian Broadcasting Corporation, The Atlantic, U.S. News, and other prominent outlets.

He leads government engagement in Sierra Leone, working closely with the Ministry of Basic and Senior Secondary Education and the Teaching Service Commission to strengthen the use of data in education policy and teacher management. His work focuses on enhancing education systems through data, technology, and AI-driven tools, and on translating evidence into actionable strategies that improve learning outcomes. He co-leads the design and delivery of rigorous impact evaluations, the programming and implementation of large-scale survey instruments, and the management and analysis of education data. Tomas holds a master’s degree in economics from University College London and has taught at Middlesex University London.

Expert Advisor to the Minister of State for Petroleum Resources (Gas)

Engr. Tobore Oru is a cyber and policy expert with 15+ years’ experience in the global energy industry, specializing in digital transformation and governance, petroleum data infrastructure, cybersecurity, and advising senior government leaders. He is currently providing expert advice to the Minister of State for Petroleum Resources (Gas). He serves as the National Security Adviser (NSA) to the President’s point-of-contact (POC) for cybersecurity in the oil and gas sector, overseeing collaboration with the National Cybersecurity Command Center (NCCC) and developing and overseeing implementation of all cyber-related policy programs for Nigeria’s oil and gas sector. 

He is an active member of the UN Internet Governance Forum (IGF) Policy Network on Artificial Intelligence (PNAI), coauthored its report on multistakeholder AI governance, and participates in the IGF Internet Rights and Principles Coalition (IRPC). He led a UN Global Digital Compact study on AI and Cross-Border Data Flows (CBDF).
