TICAD9 Thematic Event “TICAD Adaptation Initiative - Towards Climate Resilient Growth”

Background

  • While the effects of climate change are becoming more apparent in many parts of the world, Sub-Saharan Africa stands out for its vulnerability to climate change, as many countries have weak basic livelihood infrastructure, social services, food production, and economic structures.
  • In 2023, JICA announced its sustainability policy, aiming to mainstream climate change measures by promoting climate change adaptation and transition support in developing countries, and aligning all new projects with the Paris Agreement. In its previous TICAD support policies and initiatives, JICA has leveraged its achievements and networks across various sectors to foster resilient and inclusive development in Africa. The vision is to enhance support for Africa's climate change adaptation strategies through synergies with JICA's unique development approach, while promoting co-creation with partners both within and outside JICA.
  • At COP30 in 2025, discussions are planned regarding indicators related to the Global Goal on Adaptation (GGA). It is essential to develop a concrete list of indicators to facilitate data-driven promotion of climate change adaptation by analyzing climate risks, understanding global adaptation progress, and advancing the monitoring, evaluation, and learning of adaptation efforts in each country.

Key Questions

  • (Common) What initiatives and support are needed for sub-Saharan African countries and communities to adapt to climate change and make resilient growth? What are the challenges to promote methodology for cross-sectoral vulnerability evaluation and consideration of adaptation measures, such as JICA Climate-FIT, in African countries?
  • (Panel 1) What is needed to promote collaboration and co-creation for resilient growth?
  • (Panel 2) How can we enhance the integration of policies with data and digital technologies to advance adaptation strategies?

Objective

  • (Common) Discussion on what elements are necessary for NDCs and NAPs in order for developing countries themselves to implement transformative adaptation measures in various sectors of the socio-economy.
  • (Panel 1) Present a vision for strengthening adaptation measures in Africa and deepen discussions on initiatives and support for resilient growth in Africa, collaboration and co-creation with relevant organizations, and the possibility of mobilizing private finance. *Cooperation documents will be exchanged with the Green Climate Fund (GCF)
  • (Panel 2) Discuss the challenges and initiatives for strengthening the development and use of indicators and data for adaptation strategies.
