Taking the Pulse of the Caribbean: Monitoring the welfare impacts of COVID-19 on households

The economic crisis caused by the COVID-19 pandemic disrupted the lives of people around the world. For many Caribbean economies highly vulnerable to external shocks, the impacts were devastating. While the economic situation is improving, the recovery is slow with people struggling to find jobs, vaccine hesitancy being an obstacle to widespread take-up, and food security deteriorating.

To better assess the impact of the pandemic on the welfare of Caribbean households, the World Bank, in collaboration with UNDP, conducted a series of High-Frequency Phone Surveys (HFPS) in 2021– wave 1 taking place between May and September 2021 and wave two taking place between October and December 2021. By taking the pulse in 24 countries in the LAC region and using a harmonized questionnaire, the HFPS show where the Caribbean stands out and where countries need to focus on to protect the welfare of the population. Finally, the HFPS also showcase how critical data for policy making can be collected when standard in-person interviewing is not possible.

  • Lilia Burunciuc is the World Bank’s Country Director for the Caribbean countries
    Lilia Burunciuc
    World Bank’s Country Director for the Caribbean countries.

    Ms. Burunciuc, a Moldovan national, is responsible for maintaining the partnership with the countries to address their development challenges.

    Since joining the World Bank in 1996, she held a range of increasingly challenging positions: Director for Central Asia; Manager in Operations Policy and Country Services; Country Manager for Macedonia; Country Program Coordinator for Southern Africa and Central Asia; and Senior Country Officer for Ukraine and Belarus.

    She has extensive experience on leading policy dialogue with governments on various aspects of development.

    Prior to joining the Bank, Ms. Burunciuc was a Deputy Governor of the National Bank of Moldova, the country’s central bank.

    She has a Master’s degree in Public Administration from George Washington University (USA) and a Master’s level degree in Economics, Management and Planning from the Technical University of Moldova.

    While at the World Bank, Dr. Del Carpio has provided policy advice to governments in Latin America and the Caribbean, East Asia and the Pacific, and Europe and Central Asia region.

    Prior to her current position, she worked as program leader for social inclusion in Turkey, as senior economist in the Social Protection and Labor Global Practice, the Independent Evaluation Group and the Human Development teams of the World Bank.  Dr. Del Carpio has led various operational and technical assistance tasks in the areas of employment and jobs, social assistance, economic and forced migration, education and skills, gender as well as analytical tasks focusing on labor and education policy, rural development, and social safety nets.   She has written and published numerous academic and policy papers, and reports on a range of economic development topics.

    Dr. Del Carpio has also taught in the Master Program at Georgetown University School of Foreign Service.  Dr. Del Carpio holds a Ph.D. in political economy and economics, an M.A. in economics, both from the University of Southern California (USC) and has a dual master’s degree in public policy and business administration from Pepperdine University.

    Dr. Damien King convenes the Caribbean 2030 Leaders Network – a group consisting of young, energetic business, political, and civic leaders who meet annually to discuss and engineer the future of Caribbean development. Damien also lectures in the Department of Economics at the University of the West Indies in Jamaica.

    Damien’s applied research has been published in numerous CAPRI reports on economic policy. His academic research, on debt, poverty, and international trade, has been published in international journals and edited collections.  He is the author and editor (with David Tennant) of Debt and Development in Small Island Developing States, published by Palgrave Macmillan.

    Damien earned a B.A. from York University in Canada, an M.Sc. from the University of the West Indies in Jamaica, and a Ph.D. from New York University in the United States, all in economics.  He is currently a member of the Board of Directors of Bitt, Inc. (Barbados) and the Office of Utilities Regulation (Jamaica) and has previously served on the boards of Desnoes & Geddes Ltd., Dyoll Group, Dyoll Insurance Company, the National Export-Import Bank of Jamaica, The University Hospital of the West Indies, and The Jamaica Mutual Life Assurance Society.
