Beyond the Technical Drivers of Justice Reform: Lessons from Moldova

    Justice reforms are often dismissed because they are perceived to be too difficult, or are dropped because they are said to be taking too long. However, Moldova’s experience has shown us that, although justice reform is fraught with challenges, and the results can take several years to manifest, progress can be achieved. 

    From February 2016 to February 2019, the World Bank team implemented a project in Moldova, in close collaboration with the UK’s Good Governance Fund, which demonstrated the importance of investing in the non-technical drivers of justice reforms to sustain engagement in a rapidly changing environment. Some of the key drivers of reform included:  Strategic patience and engagement - knowing who to engage and when is important in a dynamic context. Maintaining close collaboration with development partners - donors are not just a source for funding, they are also a valuable resource for technical expertise and play an instrumental role in strategic and policy discussions that are needed to keep reforms on the agenda while waiting for change in political will and ownership. The importance of being flexible and agile in response to reform needs, and finally safeguarding reforms and progress made by remaining vigilant and monitoring reforms for sustainability.

    During this interactive session, the speakers will share their experience working in a rapidly changing environment, the need to stay focused yet flexible and adjust approaches to the reality on the ground while remaining engaged.
