    Sustainable public procurement has been gaining an improved understanding and attention at the international level as it touches areas and objectives that are being mentioned as top priorities on the global policy agenda. Sustainable public procurement focuses on purchasing products and services that are as sustainable as possible, with the lowest environmental impact and most positive social and economic results. At the heart of sustainable procurement policies is the notion of inclusion of previously underrepresented and historically disadvantaged groups.

    The use of public procurement for further horizontal policies is not new. Many countries across the world have been using public procurement to address social concerns, such as poverty alleviation and wealth distribution. At this event, we will be sharing experiences from some of those countries.

    Vinay Sharma, Chair

    Global Director, Governance-Procurement World Bank

    Vinay Sharma joined the World Bank as a Director on June 15, 2017. Vinay has over thirty years of experience, much of which has been at senior leadership positions responsible for policy formulation, project management, developing strategic alliances and implementation of reforms. Before joining the World Bank, Vinay was the Director of the African Development Bank’s (AfDB) Procurement and Fiduciary Services Department. He worked on procurement, financial management, and anti-corruption at the AfDB for 14 years, and handled a wide range of broad public sector governance and management issues, including ‘hands-on’ review of the AfDB’s most complex and challenging procurement transactions. He was responsible for formulating and bringing to the Board’s approval a new procurement policy for the AfDB, a process that included extensive consultations with member countries, MDBs, professional organizations representing contractors, suppliers and consultants, NGOs, CSOs and internally within AfDB. Vinay also served as Head of Operations and Management at the Delhi Metro Rail Corporation in India and worked over 16 years in various capacities at Indian Railways and with two large state-owned enterprises in the infrastructure sector. This exposure and experience provided him with first-hand knowledge of procurement from a borrower or beneficiary standpoint. Vinay is a Civil Engineer by training.

    Nazaneen Ali, Moderator

    Senior Procurement Specialist, World Bank

    Nazaneen Ismail Ali, is a Senior Procurement Specialist working in the Governance Global Practice and currently based in the World Bank Office in Washington DC. With more than 30 years of experience; the last 17 years of which featured intense involvement in public procurement operations, public procurement reform, innovations in public procurement and related capacity-building activities in addition to advisory services to governments in the planning and execution of public procurement reform programs. She is a team leader for a number of public procurement reform programs, course manager and key lecturer for joint World Bank and IMF-Middle East Center for Economics and Finance (CEF) on Contemporary Issues in Reform of Public Procurement Policy and Practice.

    Hiba Tahboub, Discussant

    Procurement Practice Manager, World Bank

    Ms. Hiba Tahboub currently manages the procurement function of the World Bank in the Anglophone countries of the Africa region leading a group of 41 people in 23 countries. Before moving to the Africa region, she managed the procurement function for Europe and Central Asia region. As a member of the World Bank leadership on procurement, Ms. Tahboub current focus is to move the Bank’s procurement agenda across Regions by strengthening the dialogue with governments and private sector and support the efforts of the counterparts of the Bank in developing sustainable and effective reforms. Ms. Tahboub is leading her team to provide integrated, innovative approaches and solutions to complex and transformational procurement activities. In addition, she provides the fiduciary oversight for the World Bank Financed Projects. Previously, she served as a lead procurement specialist in the World Bank Procurement Policy Unit where she was a core member of the team developing several operational policies related to Investment Lending, Emergency Operations and Results-Based financing during her tenure in the Operational Policy and Country Services (OPCS) Department.

    Geo Quinot, Key Speaker

    Professor of Law, Stellenbosch University South Africa

    Geo Quinot is Professor of Law in the Department of Public Law at Stellenbosch University, South Africa and Founding Director of the African Procurement Law Unit (APLU). His research focuses on general administrative law, including a particular focus on the regulation of state commercial activity such as public procurement and legal education. He has published widely in these areas and is the author, co-author and/or editor of seven book publications. Quinot has extensively advised both public entities and government suppliers on public procurement law matters.

    Eric Korir, Panelist

    Director Public Procurement in the National Treasury Kenya

    Eric Korir has over 25 years of experience in Supply Chain Management gained in both the public and private sectors. He holds an MBA and B.A in Supply Chain management and is a Member of the Chartered Institute of Procurement & Supply (CIPS). Based at the National Treasury in the Department of Public Procurement he is responsible for public procurement and asset disposal policy formulation and part of his duty is that of facilitation of affirmative action for disadvantaged groups in accordance with the Constitution and advancing their participation in the procurement process.

    Benson Turamye

    Executive Director, PPDA Uganda

    Benson Turamye is the Executive Director of the Public Procurement and Disposal of Public Assets Authority (PPDA), the Ugandan Public Procurement Regulatory body that he has served for over 15 years at different levels. He is 56 years old, married for 29 years with three children. Mr. Turamye holds a Bachelor’s Degree in Economics and a Master’s Degree in Economic Policy and Planning from Makerere University and is member of the Chartered Institute of Procurement and Supplies (MCIPS). At PPDA, he is currently at the forefront of the implementation of public financial management reforms, geared towards promoting transparency and accountability in public procurement. Such reforms include the upcoming Electronic Government Procurement (e-GP), the promotion of the implementation of Reservation and Preference scheme to promote local content in public procurement and ensuring effective service delivery to the public.

    Chilufya Mwenya

    Roads Development Authority Zambia

    Chilufya Mwenya holds a Masters in Public Procurement Management from University of Turin, Italy and a Bachelor of Engineering Degree in Civil and Environmental Engineering from the University of Zambia. He is currently Senior Manager of the Procurement Department of the Road Development Agency (RDA) Zambia. He has sixteen (16) years of experience in design and construction management of infrastructure development projects, mainly roads. He has been managing procurement of road infrastructure projects financed by the Government and IFIs such as the World Bank and the AfDB since 2013.
