Regional Workshop on Inclusive Resilience

South Asia is one of the most vulnerable regions to the impacts of climate change and natural disasters. Social exclusion compounds these impacts, as already vulnerable populations are disproportionately exposed to hazards and often lack access to information and resources to adequately respond to and recover from disasters. 

The workshop will focus on concrete steps to communicate and address why inclusion matters in disaster and climate resilience.

  • The workshop aims to build awareness and share knowledge on how DRM investments can be designed to better advance social inclusion. South Asia is one of the most vulnerable regions to the impacts of climate change and natural disasters. Social exclusion compounds these impacts, as already vulnerable populations are disproportionately exposed to hazards and often lack access to information and resources to adequately respond to and recover from disasters. All of which imposes heavy public and social costs, threatening development gains and hampering inclusive economic growth.

    Therefore, identifying effective approaches to integrate social inclusion in Disaster Risk Management (DRM) investments is critical for achieving the region’s development targets. To address this challenge, the World Bank’s South Asia team initiated a pilot to develop project specific action plans - a set of recommendations outlining feasible entry points for DRM projects across a variety of DRM topics to more inclusively address the needs of excluded populations.

    The workshop will discuss these actions plans and other best practices on inclusion in disaster contexts from the US and Thailand and how such activities can be integrated, scaled and improved across the SAR region.

    Opening: Why Inclusion Matters in Disaster and Climate Resilience?

    This session will highlight the importance of DRM projects that are not only sensitive to social exclusion but take inclusive action that helps enhance social resilience.

    Pathways for Inclusive Resilience

    This session will introduce the pilot projects, what it set out to do, what it has accomplished so far and how the action plans developed can serve as a tool for other DRM projects across the region.

    Global Inspirations:

    This session will include a panel discussion among regional and international practitioners implementing inclusive DRM practices. This session is focused on hearing voices from the different countries, with a view to elicit discussion and information sharing on implementing inclusive DRM across a variety of disciplines, such as hydromet, resilient infrastructure, and institutional capacity building.

    Early Warning and Community Resilience for Social Inclusion

    This session will introduce the Inclusive Resilience Action Plans that make Early Warning communications available for people with different abilities (e.g. hearing or visual impairments, illiterates and etc). The group discussion will follow to share ideas for possible opportunities in own countries and next steps.

    Resilient Infrastructure for Social Inclusion

    This session will introduce the Inclusive Resilience Action Plans that make Infrastructure projects more socially inclusive through design, construct and maintenance stages. The group discussion will follow to share ideas for possible opportunities in own projects and next steps.
