Consultations for the Myanmar National Electrification Project
May 14-18, 2015Mandalay, Taunggyi and Yangon

The Ministry of Electric Power (MOEP) and Department of Rural Development (DRD) of the Ministry of Livestock, Fisheries and Rural Development held public consultations on the Myanmar National Electrification Project (NEP) from May 14-18, 2015 with the support of the World Bank.

The project seeks to help scale-up access to electricity, which aims for universal access to electricity by 2030. The expected results include new household and community electricity connections in urban and rural areas across the country. The project intends to not only improve the well-being of the population by better lighting and telecommunications, but also enable income generation opportunities and enhance productivity. It will prioritize connections for health clinics and schools to maximize developmental impacts.

MOEP and DRD, with assistance from consultants and the World Bank, have prepared an Environmental and Social Management Framework (ESMF) that will guide the application of the relevant World Bank safeguard policies to the project.  A Poverty and Social Impact Assessment (PSIA) has been undertaken to inform the project and the ESMF. Feedback from interested stakeholders on these documents were received during the consultations.

There were three public consultation meetings:

  • Thursday May 14, 2015 from 9:00 am to 2:00 pm in Mandalay
  • Saturday May 16, 2015 from 9:00 am to 2:00 pm in Taunggyi
  • Monday May 18, 2015 from 9:00 am to 2:00 pm in Yangon

The ESMF is prepared to guide the MOEP and DRD in the implementation of the proposed project concerning the Myanmar as well as World Bank requirements concerning potential environmental and social impacts and risks for investments financed under the project.
