Background – The Development Impact Department (DECDI) of the World Bank’s Development Economics Vice Presidency aims to increase the use of scientific evidence in the design and implementation of public policy and to strengthen institutional capacity for evidence-based policymaking. Through a global portfolio of engagements across 60+ countries, DECDI collaborates with governments, researchers, and World Bank teams to test what works, adapt in real time, and scale effective approaches.
Within DECDI, the Development Impact Fund (DIF) is a multi-donor trust fund that supports the generation and use of evidence at scale. The DIF team is responsible for managing donor relations, portfolio monitoring, reporting, and fundraising to expand the use of evidence-based development globally.
Position Summary – DECDI seeks to recruit a Short-Term Consultant (STC) to provide cross-cutting support to the DIF Secretariat. The consultant will focus on two main workstreams:
Portfolio Monitoring & Reporting – Support the management of DIF’s portfolio monitoring, including coordination of the annual survey of funded projects, ensuring high-quality data collection, cleaning, and analysis. Contribute to operational processes for monitoring results through DECDI’s new system MyImpact, and support the preparation of the DIF annual report.
Fundraising Research & Strategy Support – Conduct research on philanthropic organizations and bilateral agencies, track priorities of key donor institutions, and develop a pipeline of fundraising opportunities. Support donor engagement by preparing background notes, briefs, and targeted analyses to inform fundraising strategies.
The STC will report to the DIF Program Manager and collaborate closely with colleagues across DECDI.
Roles and Responsibilities
- Lead coordination of the annual DIF portfolio survey, ensuring data collection, validation, and integration into DIF reporting.
- Support the rollout and use of the MyImpact monitoring platform to strengthen results reporting and governance processes.
- Assist in the preparation of the DIF annual report, donor presentations, and other communication products, with a focus on data analysis and visualization.
- Conduct fundraising research on philanthropic foundations and bilateral/multilateral donors to identify new funding opportunities.
- Develop and maintain a donor intelligence tracker to capture priorities, pipelines, and entry points for engagement.
- Draft background notes, briefs, and talking points to support donor meetings and fundraising missions.
- Provide operational and analytical support to DIF activities as needed.
Qualifications
- Education/Experience: Master’s degree in a relevant field (e.g., economics, public policy, international relations, business, or development studies).
- Strong data management and analytical skills, including survey coordination, cleaning, and visualization.
- Demonstrated experience in research and donor intelligence, preferably with philanthropic or bilateral institutions.
- Excellent organizational skills and attention to detail.
- Strong written and verbal communication skills in English.
- Ability to work collaboratively with colleagues from diverse backgrounds and disciplines.
- Self-starter, resourceful, and able to manage multiple priorities in a dynamic environment.
- Demonstrated interest in development economics, evidence-based policymaking, and international aid architecture is highly desirable.

Research Assistant and Field Coordinator Recruitment Drives
Each year, the Development Impact Group organizes two large-scale batch recruitment drives, in Fall and Spring. The positions advertised in these drives allow project teams to hire for the following roles:
- Research Assistants — Work with the research team to support data acquisition, processing, cleaning, and analysis,
- Field Coordinators — Supervise implementation of the impact evaluations in the field and liaise with the research team, World Bank operational staff, and Government Officials.
- Junior Field Coordinators — Local staff who support Field Coordinators with field supervision and data collection
