3rd Symposium Call for Contributions & Background Note

Promoting good governance and tackling corruption are critical to achieving sustainable development and poverty reduction. Diversion of funds from development projects through corruption impairs the ability of governments, donors and the World Bank (Bank) to achieve the goals of reducing poverty, attracting investment and encouraging good governance. One way that the Bank combats corruption is through sharing knowledge regarding integrity and anti-corruption efforts in international development with global stakeholders. Recognizing the value in the collective effort against corruption, the Office of Suspension and Debarment (OSD) develops and strengthens partnerships with a broad spectrum of partners by actively organizing and participating in several international conferences and events. This allows OSD to share the mission, processes, and results of the Bank’s sanctions system and further contribute to international discourse on contemporary issues concerning integrity and corruption risks.

    The 2nd Symposium on Supranational Responses to Corruption, with a focus on Integrity in Climate Finance and Action, aimed to generate new ideas, research, and knowledge on the connection between the climate action and integrity agendas. It sought to study and reflect on why and how to manage integrity risks throughout climate funding and investment cycles across the private and public sectors. Further, the symposium aimed to strengthen dialogue and collaboration between knowledge-producing actors and decision-makers to support a creative, efficient, and coordinated evolution of integrity and anti-corruption policies in climate finance and action. The discussions also addressed how, and to what extent, anti-corruption responses can lean toward creating an anti-corruption ecosystem at the supranational level. The distinctive feature of “supranational” mechanisms is that they can act against integrity risks in contexts where a government is unable or unwilling to actively counter corruption. In other words, their effectiveness does not depend on the immediate actions or inactions of a specific state.

The Symposium took stock of the current supranational anti-corruption mechanisms and standards, assessed how to facilitate a multilateral understanding of these efforts, and discussed how supranational anti-corruption responses can work toward creating a regional and/or transnational anti-corruption ecosystem.
