Services Provided by the Legal Vice Presidency

The Legal Vice Presidency includes dedicated teams supporting the World Bank's lending, finance, policy, and advisory functions across six broad areas:

  • Operations, including advice to the regional operational units on all legal aspects of World Bank financing and technical assistance
  • Finance, including advice on corporate finance, development finance, trust funds, and innovative approaches to raising and deploying capital
  • Corporate, administrative and institutional matters, including advice on governance, litigation, human resources, corporate procurement and integrity and investigations
  • Environmental and social risk management, including climate change and carbon markets, international, environmental and natural resources law, as well as advisory work related to the Independent Accountability Mechanisms and Grievance Redress Service
  • Policy and partnerships, including advice on the development and implementation of operational policy, strategy, and partnerships across a range of topics and partners
  • Legal advisory and knowledge, including advice on law reform and rule of law across a broad spectrum (ranging from gender to cyber-security to infrastrcture areas)

Departments

Manager: Sheila Braka Musiime, Deputy General Counsel for Operations

The Operations team advises and supports the World Bank’s regional operational units on legal and policy matters related to financing and country engagement. Its staff cover all aspects of World Bank lending and technical assistance to client countries and non-sovereign recipients, and works alongside other Legal teams on specific technical areas. The Operations unit is divided into regional practice groups, led by Chief Counsels, to align with the World Bank’s Regional Vice Presidency teams.
