Tom Ceusters serves as Chief Investment Officer for the liquid asset portfolios of all World Bank Group entities (IBRD, IDA, IFC), RAMP Clients, Trust Funds, and Financial Intermediary Funds, overseeing total assets under management exceeding $300 billion.
He also leads the World Bang Group Treasury’s capital markets advisory function, including two postgraduate programs for emerging market regulators—the IFC–Milken Institute program at Georgetown University and the IFC–Paris Europlace program at ParisDauphine PSL University—as well as technical assistance to selected countries in developing derivatives and money markets.
In addition, Mr. Ceusters directs the Secretariat of the Joint Capital Markets Program (JCAP), a flagship World Bank and IFC initiative to strengthen local capital markets through reforms and investments. JCAP currently operates in 12 countries and one subregion, with plans for further expansion.
Before joining the World Bank Group in 2018, he was Managing Director and Head of Assets, Funding & Markets at Dexia New York. Over his 21year career at Dexia, he advanced from derivatives trader to senior capital markets and portfolio manager.
Mr. Ceusters holds an MBA in Finance from NYU Stern School of Business and a Commercial Engineering degree from KU Leuven, Belgium.
