Penelope Demetra Fidas, a national of Greece and the United States, joined the Regulatory Efficiency team in 2024. She began her World Bank career in 2005 working on the Doing Business reports, leading the Registering Property indicator for three report cycles. She co-led the first subnational Doing Business in Mexico report and later led Doing Business in Morocco. Since then, she has provided technical assistance on regulatory reforms to clients across all regions and led or participated in World Bank lending operations in AFE, AFW, ECA, and LCR. Most recently, she worked in OPCS, focusing on risk in World Bank operations. Fidas holds degrees from Georgetown University (BSc in Foreign Service), the London School of Economics and Political Science (MSc in Comparative Politics), and the Harvard Kennedy School (MA in Public Administration and International Development). She speaks French, Greek, Italian, Portuguese, and Spanish.
