Dr. Kazim Niaz is the World Bank Group Alternate Executive Director representing Afghanistan, Algeria, Ghana, Iran, Libya, Morocco, Pakistan and Tunisia since September 2025. Dr. Niaz comes with over 29 years of experience in public service.
He served as the Secretary, Ministry of Economic Affairs, Government of Pakistan. In this role, he led negotiations with international development partners and managed external economic assistance for Pakistan. His work focused on strengthening project financing, program financing, economic reforms and portfolio performance management.
Previously, Dr. Niaz served as the Secretary, Ministry of Water Resources, where he spearheaded initiatives for improved management and development of Pakistan’s water resources. He has also served as the Chief Secretary of Khyber Pakhtunkhwa and Chief Secretary of Gilgit Baltistan, where he led governance reforms, improved service delivery, and promoted socio-economic development. Dr. Niaz has acted as Additional Secretary at the Prime Minister’s Office and Establishment Division, where he worked on policy development, administrative reforms, and human resource management for the civil service.
Internationally, Dr. Niaz represented as Community Welfare Attaché in Riyadh, Saudi Arabia, where he strengthened the welfare support and engagement for the Pakistani diaspora and worked for better bilateral community relations. He also worked as Project Implementation Officer Rural Development Asian Development Bank, Deputy Field Coordinator International Rescue Committee, and Regulation Technical Advisor International Medical Corps for Pakistan, Afghanistan and Tajikistan on development and humanitarian projects.
Throughout his career, Dr. Niaz has worked to improve governance, support economic growth, and promote sustainable development at both the national and international levels.
Dr. Niaz holds an MBBS degree from Khyber Medical College, a Master’s degree in Political Science, and an MBA (Finance) from the United Kingdom. He has also completed specialized foreign trainings in environmental leadership, public health emergencies, and urban poverty alleviation.
