Jean-Louis Racine leads the infoDev Climate Technology Program in the World Bank Group’s Finance, Competitiveness, and Innovation Global Practice. His work at the World Bank Group has ranged from bird’s-eye assessments of national innovation systems to designing national strategies, institutions and local programs, and implementing support mechanisms.

His current work with the Climate Technology Program aims to catalyze the launch of competitive green sectors through innovative entrepreneurship, using a network of climate innovation centers, early stage seed funds, and other instruments.

Racine also manages Launchpad, a corporate accelerator for World Bank Group teams to develop novel support instruments for green innovation.

Before joining the World Bank Group, Racine worked in a private consulting practice where he advised regional governments and businesses on innovation-based competitiveness strategies. His practical experience with innovation involves working on product design and engineering in a number of sectors spanning rural micro-hydropower, hydraulic systems, medical devices and robotics. Racine holds a Ph.D. in Mechanical Engineering a from the University of California at Berkeley, and Master's degrees in Technology Policy for Economic Development from Columbia University and in Mechanical Engineering from Stanford University.
