Jason Pellmar is the World Bank Group’s Country Manager for Bulgaria, based in Sofia, where he works across the institution to support the country’s public and private sector priorities.
Mr. Pellmar, a U.S. national, brings over 15 years of experience in infrastructure, private sector development, and investment operations across Europe, Asia, and the Middle East. Prior to this role, he served as Regional Industry Manager for Infrastructure in India, Bhutan, and the Maldives, based in Mumbai for the International Finance Corporation (IFC) – the World Bank Group’s private sector arm. There, he led the team’s delivery of several key initiatives, including India’s inaugural sustainability-linked financing for road and warehouse investment trusts, IFC’s largest battery energy storage system (BESS) project globally, and the reopening of IFC’s Creative Industries sector in India through support for a global visual effects leader.
Previously, Mr. Pellmar was IFC’s Regional Country Manager for Ukraine, Moldova, and Belarus, where he contributed to critical reforms and facilitated landmark investments across sectors. He played a leading role in mobilizing private sector participation in Ukraine’s infrastructure via a public-private partnership (PPP) umbrella program and helped launch IFC’s Cities Program in the country.
Between 2014 and 2017, Mr. Pellmar was responsible for new business development in Myanmar, where he led IFC’s first infrastructure investment. Earlier, he worked in Istanbul, Turkey, supporting infrastructure transactions across Europe, the Middle East, and North Africa. He began his investment career underwriting and managing a global energy portfolio at GE Energy Financial Services.
Mr. Pellmar holds a master’s degree in international finance and Russian and Eurasian Studies from Johns Hopkins University’s School of Advanced International Studies (SAIS) and was a Fulbright Scholar in St. Petersburg, Russia.
