Based in Dushanbe, Gael Raballand is serving as the World Bank Group Country Manager for Tajikistan since December 2025, representing International Bank for Reconstruction and Development/International Development Association (IBRD/IDA), International Finance Corporation (IFC), and Multilateral Investment Guarantee Agency (MIGA).
Prior to this appointment, he was the World Bank Practice Manager for Governance in West Africa, based in Dakar, Senegal. Mr. Raballand has also held several other positions at the World Bank, including Senior Transport Economist in the Africa Transport Unit, Senior Public Sector Specialist in the Middle East and North Africa region, and Lead Public Sector Specialist in the Africa region, based in Dar es Salaam, Tanzania, and Nairobi, Kenya.
A French national, he joined the World Bank Group in 2003 as a Young Professional. He holds a PhD in Economics from Sorbonne University and degrees in Political Science and International Public Law. Mr. Raballand has co-authored several World Bank publications and academic papers mostly on trade, transport, and customs issues. Prior to joining the World Bank, he worked in Central Asia and the Caucasus.
