Francisco Winter


Chilean national and with a degree in business and administration, he joined the World Bank in 2017 when the country office in Chile was opened. Since then it has helped strengthen the work of the World Bank portfolio in various areas such as finance, competitiveness, innovation, decentralization, social protection, renewable energies and climate change.

He is the role of Country Officer of the World Bank (WB) for Chile. In this position, he is responsible for conducting the technical dialogue with the Government and supervising the portfolio of projects and operations that the Bank implements in the country. In addition, he is responsible for coordinating with multilateral organizations such as APEC, the COP and the Pacific Alliance where Chile is leading their Presidency for 2019 to 2020.

Prior to joining the World Bank, he was president of the NGO Postgraduates for Chile, leading the job of advising postgraduates applicants and delivering scholarships to vulnerable people. He also served as a Chief of Staff of the Chilean International Development Agency.

His interests are focused on social innovation, public and private entrepreneurship and international relations for development. He has supported the implementation of educational reforms in the field of postgraduate and also in the field of international development cooperation.

He graduated in business and administration from the los Andes University in Chile and has a Minor on Innovation from ESE Business School.
