Diomedes Berroa is a distinguished Panamanian lawyer who has served with the World Bank Group since 2000, where he was a key member of the Integrity Vice Presidency. Over the course of his tenure, he has played a leading role in advancing innovative procurement strategies that integrate artificial intelligence and sustainability, while steadfastly promoting transparency, good governance, and institutional integrity.

Mr. Berroa has been instrumental in strengthening public procurement systems and enhancing public financial management practices across diverse global regions. His contributions have also been central to fostering co-financing arrangements between the World Bank and various multilateral and bilateral development partners.

As a core team member, Mr. Berroa played a pivotal role in the design, launch, and implementation of the World Bank’s Procurement Framework, which came into effect on July 1, 2016. He has led negotiations of co-financing agreements with major development institutions and has provided strategic leadership in operational procurement.

His expertise was particularly impactful during his tenure as Regional Procurement Manager for Latin America and the Caribbean, where he oversaw procurement operations and led policy dialogue initiatives across 33 countries. Since August 2022, Mr. Berroa has served as Procurement Manager for the East Asia and Pacific Region, where he continues to provide operational leadership and engages in high-level policy discussions on procurement reform.

Mr. Berroa holds a law degree from the University of Panama and a Master of Laws (LL.M.) in International and Comparative Law from The George Washington University. He is also a published author, having contributed extensively to the fields of sustainable procurement, supply chain management, fiscal efficiency, integrity, and anti-corruption in public procurement.
