Cristina Montoya, a Spanish national, joined the Regulatory Efficiency team in March 2018 as a Consultant for the Subnational Doing Business in Mozambique 2018 report. She previously contributed to the Subnational Doing Business in Spain 2015 report. Across these projects, her responsibilities included data collection, comparative analysis, and methodological support for evaluating subnational regulatory environments. Before joining the team, Cristina worked as a Consultant at Plan Evaluation (São Paulo) and as a research fellow at the Spanish Tourism Institute in São Paulo and the Spanish Agency for the Evaluation of Public Policies (AEVAL) in Madrid. She holds a Master’s Degree in Social Research from the Centro de Investigaciones Sociológicas (CIS) in Madrid, and degrees in Political Science and Sociology from the Universidad Complutense de Madrid. She speaks Spanish and Portuguese.
