World Bank’s Resident Representative for Algeria, Middle East & North Africa, Afghanistan & Pakistan (MENAAP)

A Turkish national, Ms. Hacıbeyoğlu Ceren is the World Bank’s Resident Representative for Algeria, based in Algiers. She leads the World Bank Group’s engagement with the Government of Algeria, development partners, and key stakeholders to advance the country’s development priorities and support the Group’s mission to end extreme poverty and boost shared prosperity on a livable planet.

She brings nearly two decades of experience in development and private sector advisory across Africa, Eastern Europe, the Middle East, and Central Asia. She previously served as Senior Country Officer at IFC for the Ghana country cluster, overseeing investment and advisory operations in Ghana, Liberia, and Sierra Leone. In addition to her role in country operations, she has a strong background in advisory services where she focused on public-private dialogue, investment climate strategies, and business environment reforms.

Prior to joining the World Bank Group, Ms. Hacıbeyoğlu Ceren worked with a U.S.-based nonprofit promoting scientific cooperation across Eurasia, and in strategy consulting focused on investment climate and emerging market risk analysis.

She holds a master’s degree in international Affairs from Georgetown University’s School of Foreign Service and a bachelor’s degree from Bilkent University in Türkiye.
