Operations Manager for Bolivia, Chile, Ecuador and Peru

Boris E. Utria was appointed operations manager for Bolivia, Chile, Ecuador and Peru in March 2017. He is responsible for overseeing the preparation and implementation of investment projects and managing the World Bank office in Peru. Between 2010 and 2017, Utria served as operations manager for Brazil, where he was responsible for overseeing the preparation of US$ 13 billion in new loans and a portfolio of up to 64 projects. Previously, he held several high-ranking positions at the World Bank, in Washington and several other countries. These positions included interim director for AFMMZ (Mozambique, Angola, Malawi, Zambia and Zimbabwe), AFMMZ sector leader of sustainable development, leader of the World Bank’s Thematic Group on Energy and Poverty, manager of the Regional Program for Renewable Energy for Africa and head economist of the Energy Unit for Africa. Utria has worked in more than 50 countries throughout his career at the World Bank, which began in 1988.

Before joining the World Bank, Utria worked as a senior regional planner at the Department of Regional Development of the Organization of American States from 1982 to 1988. He began his professional career as an associate researcher at the PROMON Technology Center (Rio de Janeiro). He holds master’s degrees in agricultural economics and regional planning from the University of Guelph, Canada, and a licentiate degree in economics from the Catholic University of Rio de Janeiro.
