Ben Solis, a Peruvian national, joined the Global Indicators Group in 2024 as a consultant for the Utility Services topic for Regulatory Efficiency studies. He previously spent three years in the Infrastructure Sector of the Inter-American Development Bank, where he authored publications on infrastructure services, including access, quality, affordability, and climate change adaptation. Before that, Solis worked at Peru’s Ministry of Economy and Finance and the Energy Regulation Authority (Osinergmin), focusing on economic research for policy making. Earlier in his career, he spent eight years at the Water Services Regulation Authority (Sunass) in Peru, taking on increasing responsibilities in price reviews and improvements to the sector’s regulatory framework. Solis holds a master’s degree in Competition and Market Regulation from the Barcelona School of Economics and a bachelor’s degree in Economics from the Pontificia Universidad Católica del Perú. He speaks Spanish and French.
