Ali Abukumail


Ali Abukumail is the Senior Private Sector for the Russian Federation.

Mr. Abukumail joined the Bank in 2012 as a Senior Private Sector Specialist in the Middle East and North Africa (MENA) Region. He‘s been leading projects focused on entrepreneurship and innovation development, small and medium enterprises (SMEs) growth, business environment reforms, and industry/services development. Mr. Abukumail served at World Bank offices in Palestine, Washington DC, Kuwait, and Jordan. He was the World Bank regional coordinator for innovation and entrepreneurship between 2016 and 2018 (MENA-wide).

Before joining the Bank, he worked as a Private Sector Development Adviser to the Quartet Representative Tony Blair from 2009 to 2012. He led policy dialogue and provided advice on private sector development issues in Palestine. Ali was a Trade Development Manager at the Palestine Trade Center (PalTrade) from 2004 to 2009, where he managed the implementation of strategies to enhance the capacity of Palestinian exporters. Between 2001 and 2004, he worked in several technical positions at Development Alternative Inc. (DAI) to support the development of Palestinian SMEs.

Mr. Abukumail holds a Masters in Public Administration (MPA) from the Harvard Kennedy School of Government and a Bachelor of Science in Architectural Engineering (BSc) from the Islamic University. He is a Palestinian national.
