Participation of the Russian and Syrian Delegations in the 2026 Spring Meetings
From April 13 to 18, 2026, Washington, D.C. hosted the Spring Meetings of the World Bank Group and the International Monetary Fund.
The Russian delegation was led by Ivan Chebeskov, Deputy Finance Minister and Alternate Governor for the Russian Federation at the World Bank and included officials from the Ministry of Finance of the Russian Federation, the Ministry of Foreign Affairs of the Russian Federation, and the Central Bank of the Russian Federation.
Ivan Chebeskov represented the Russian Federation at the 113th Meeting of the Development Committee.

The Syrian Arab Republic was represented by H.E. Mohammed Yisr Barnieh, Minister of Finance and Governor for the Syrian Arab Republic at the World Bank. The delegation also included H.E. Abdulkader Husrieh, Governor of the Central Bank of Syria, Mr. Qutaiba Qadish, Director for International Cooperation at the Ministry of Foreign Affairs and Expatriates, Mr. Yousef Alfares, Head of Multilateral organizations at Ministry of Foreign Affairs and Expatriates, along with other officials from the Ministry of Finance and Ministry of Foreign Affairs and Expatriates.
During the Spring Meetings, the Syrian delegation, with the participation of Alexey Morozov, Acting Executive Director representing the Russian Federation, the Republic of Belarus and the Syrian Arab Republic, held a series of bilateral meetings with representatives of the World Bank Group, the International Monetary Fund and donor community. Among the counterparts met: Anna Bjerde, Managing Director for Operations; Akihiko Nishio, Vice President for Development Finance; and John Gandolfo, Vice President and Chief Financial Officer of IFC, as well as other officials. The discussions focused on potential areas of cooperation and the World Bank Group’s engagement with the Syrian Arab Republic.
On April 13, the Syrian delegation took part in the G-24 Deputies Meeting. On the same day, H.E. Mohammed Yisr Barnieh, H.E. Abdulkader Husrieh, Mr. Yousef Alfares and Alexey Morozov participated in the Friends of Syria Technical Roundtable.
On April 15, Mr. Morozov took part in the Eurasian Discussion Table, hosted by the Central Bank of Russia. During the Discussion Table representatives of Eurasian Fund for Stabilisation and Development presented their Regional macroeconomic review. Representatives of the Central Banks of Armenia, Kazakhstan, Belarus, and Kyrgyzstan took part in the discussion. They shared their respective outlooks on macroeconomic growth, provided updates on labor market conditions, and exchanged views on the potential of artificial intelligence to enhance productivity as well as to strengthen data collection and analytics for monitoring labor market developments.
Участие делегаций России и Сирии в Весенней сессии 2026 года
С 13 по 18 апреля 2026 года в г. Вашингтоне состоялась Весенняя сессия Группы Всемирного банка и Международного валютного фонда.
Российскую делегацию возглавил заместитель Министра финансов, заместитель Управляющего от Российской Федерации во Всемирном Банке Иван Александрович Чебесков. В состав делегации вошли представители Министерства финансов Российской Федерации, Министерства иностранных дел Российской Федерации и Центрального банка Российской Федерации.
Иван Александрович Чебесков представил Российскую Федерацию на 113-м пленарном заседании Комитета по развитию.

Сирийская Арабская Республика была представлена Министром финансов М. Барние, главой Центрального банка А. Хусрие, директором по международному сотрудничеству Министерства иностранных дел и по делам экспатриантов К. Кадиш и руководителем отдела многосторонних организаций Министерства иностранных дел и по делам экспатриантов Ю. Альфарес.
В ходе Весенней сессии сирийская делегация при участии Алексея Морозова, и.о. исполнительного директора от Российской Федерации, Республики Беларусь и Сирийской Арабской Республики провела ряд двусторонних встреч с представителями Группы Всемирного банка, Международного валютного фонда и стран-доноров. В числе собеседников — управляющий директор по операционной деятельности Анна Бьерде, вице-президент по финансированию развития Акихико Нисио, вице-президент и финансовый директор Международной финансовой корпорации Джон Гандольфо. В ходе встреч обсуждались возможные направления сотрудничества и вопросы взаимодействия ГВБ и САР.
13 апреля делегация Сирийской Арабской Республики приняла участие в Министерской встрече «Группы 24» министров финансов и управляющих центральных банков. В тот же день М. Барние, А. Хусрие, К. Кадиш, Ю. Альфарес и Алексей Морозов приняли участие в круглом столе «Друзья Сирии».
