This study will aim to tackle the city's traffic congestion; pollution; and lack of public spaces by improving the fragmented network of bike lanes. The project seeks to develop a financially viable and scalable structure for the bike lane program; exploring Public-Private Partnership (PPP) models for its implementation. The selected firm will be responsible for reviewing existing regulations and legal frameworks; evaluating financing structures; and proposing business models. Additionally; the firm will design contractual structures and risk mitigation strategies to ensure the program's success. Key deliverables include a comprehensive methodology and work plan; a legal and institutional diagnostic report; a structural and financial design document; and a business model proposal with a risk matrix. The final deliverable will be the Terms of Reference for future technical studies and concessions. Firms interested in participating must demonstrate experience in structuring PPP projects; particularly in urban infrastructure or transportation sectors within Latin America. Expressions of Interest should highlight the firm's qualifications and relevant experience. This project represents a significant opportunity to contribute to Santiago's urban development and environmental sustainability by promoting cycling as a viable mode of transport.
