The objective of this assignment is to provide technical assistance to the Ministry of Housing; City; and Territory of Colombia (MVCT) in developing a climate-smart housing improvement framework. The scope includes: (i) assessing current climate-related considerations in the government’s housing improvement program; (ii) benchmarking the current housing improvement program vis-à-vis international best practices in green housing improvement programs; (iii) developing climate-smart technical and operational guidelines to inform future housing improvement policy and programs; and (iv) while undertaking the above scope of work; supporting institutional development and knowledge on green housing improvement.The selected firm will evaluate relevant regulations; technical standards; and implementation mechanisms to identify opportunities and gaps in integrating climate mitigation and adaptation measures—particularly passive and active design strategies; renewable energy; water efficiency systems; and green construction materials. The firm will deliver a comparative benchmark matrix aligned with international best practices and generate detailed recommendations to enhance the climate-resilience and sustainability of housing interventions in Colombia.Based on the assessment findings; the firm will also prepare a set of climate-smart technical specifications and operational guidelines for the MVCT. These will guide the implementation of housing improvements aligned with Colombia’s National Development Plan (PND) and Nationally Determined Contributions (NDCs); supporting national goals of reducing GHG emissions and improving the quality of life for vulnerable populations. Consultations and workshops with MVCT and municipal stakeholders will ensure institutional ownership; validation of recommendations; and integration of the guidelines into the Ministry’s operational and policy frameworks.
