Despite significant strides in digital infrastructure and connectivity—especially in the GCC—large portions of the MENA population remain excluded from the digital economy due to their limited digital competencies. This gap is particularly acute for youth and women in the region; where participation in digital sectors remains low. Current upskilling efforts often lack data-backed alignment with labor market demand; risking inefficient investments and missed opportunities.To bridge this gap; the World Bank will conduct a market-driven assessment of digital skills demand and supply in selected MENA countries (Saudi Arabia; Egypt; and Lebanon); with a focus on improving employability for youth (ages 17–25) and women.
