The overarching objective this assignment is  to provide a) strategic advice  and technical backstopping for fostering public private medical college institutions network b) strategic guidance in the first year of roll out  - to enhance this public private network  role in disease surveillance  c)  support to  a community of practitioners to share innovations in detection of novel diseases and prepare  a comprehensive lessons learnt document with a slide deck to promote knowledge exchange. Specifically; the scope of the proposed assignment aims to:*Document organization and key contributions by the existing PIED network of Government Medical colleges*Organize a consultation with the private medical colleges list constraints and opportunities for enhanced private sector participation in the PIED networks*Propose working models for a networked PIED cells involving both public and private sectors including key inputs; processes; and a value proposition for both sectors with appropriate tools for assessing success.*Guide implementation research on effectiveness of functioning of networked PIED cells involving both public and private sectors in improving the quality of outbreak investigations and facilitating knowledge exchange involving experts from public health and molecular diagnostics*Document lessons from Kerala PIED program to inform other states and Low-and- Middle-Income countries for creating similar networks involving medical colleges in disease surveillance and applied research in outbreak prone and novel diseases.
