The objective of this study is to develop low carbon; climate resilient; and nature-based solutions (NBS)- informed neighborhood development plans; and to prepare a short list of priority investments for the neighborhoods of Jacques Opangault in Brazzaville and Tchiniambi 2 in Pointe-Noire; Republic of Congo. This study will comprise of three tasks: (1) diagnostic and collection of environmental; climate; and socio-economic data; (2) development of low-carbon and climate resilient NBS-informed neighborhood development plans and short list of priority investments; and an (3) early-stage assessment of priority investments identified; including high level environmental and social screenings; design guidance and cost estimates note; and community-based operations and management strategies.This study will complement other; ongoing; technical studies in both Brazzaville and Pointe-Noire; aiming at integrating NBS and low carbon and climate resilient urban development. The objective of these studies is to contribute to the preparation and implementation of the Strengthening Urban Resilience Project (P179190).
