The Block C Baseline Assessment will draw from a desktop review of available documents; and assessments; as well as from interviews and/or round tables to produce a theory of change and accompanying results framework with baseline and target values for each of the country/country groupings included in the new Block C approach. The baseline assessment will also develop a learning template; developed in consultation with the country teams; to capture lessons learned from the support provided by GWSP in each of these countries/country groupings; on a yearly basis.
