The overall aim of the proposed assignment is to provide Technical Assistance (TA) towards the implementation of health financing and governance reforms in Kenya’s counties. There will be specific TA support to five select counties:   Homa Bay; Kilifi; Kwale; Narok;  and West Pokot.The consultancy firm will be responsible for the following activities:1.Develop draft tools; and training manuals to provide TA targeted at key stakeholders such as County Health Management Teams; sub–County Health Management Teams; hospital boards; health facility committees; PCN leads etc. 2.Provide TA towards development of draft operational manuals to guide health workers and other stakeholders in the implementation of the health financing and governance reforms.3.Support the MoH to conduct training and sensitization of recently introduced health financing and governance laws and regulations in five counties; working closely with other development partners4.Identify areas of TA needed at different levels during implementation of these reforms.The consultancy firm will be responsible for the following deliverables:i. An inception report detailed description of the proposed approach and methodology to meet the objectives of the assignment including timelines; milestones and expected results.ii. Draft tools and training manuals to guide delivery of TA at county level. iii. Draft operational/ implementation manual(s).iv. Post training reports highlighting the number of people training per country; their roles etc.; issues arising from the training v. A summary of recommendations on the TA during implementation.
