The global environment is becoming everyone’s concern and especially so for developing countries, which will be responsible for an increasing share of energy consumption and resource use.

Two key priorities are: limiting climate change and the loss of biodiversity. The success of the Montreal Protocol to control ozone destroying substances offers three guidelines for the future:

• Building a consensus on facts.
• Reaching agreement on rules.
• Devising mechanisms to monitor and share resources and technology.
