To sustain the much needed momentum, the rules must be extended to embrace a broader range of agricultural commodities and services. The forthcoming Millennium round, to be launched in Seattle in November, offers such an opportunity. Developing countries must build capacity to participate effectively and take advantage of rising trade flows. As you can see from the slide, few developing countries have the expertise and personnel to participate in the daily average of five committee meetings at the WTO.
