| Building institutional capacity to plan and
conduct training on development topics is a key issue in today's world, for
in the end external agencies can facilitate development, but rational groups
must undertake and sustain their own growth. This report therefore treats
the critical issues to be considered when developing partnerships. The
lessons learned from the experiences of the Involuntary Resettlement and
Rehabilitation (R&R) training program sponsored by the World
Bank Institute (WBI) of the World Bank constitutes the basis for
this report.
