The
World Bank Institute’s objective in this
information program is to assist partners, clients
and stakeholders in addressing information deficits
and to help improve its flow within government
agencies and outside to the public at large.
The program seeks to build and support the demand
for better information and analysis, as well
as to strengthen the capacity of the people
and institutions producing the data, those who
manage the information and keep the records,
and those who disseminate information, such
as the media.
The
program seeks to strengthen the capacity of
the institutions that play a significant role
in ensuring transparency in the conduct of the
affairs of institutions such as Parliaments
and the Media, and in disentangling the regulatory
environment in order to attain improved information
flows. An additional objective is to bring the
various stakeholders on both the demand side
(citizens, communities, non-state actors), and
the supply side (principally governmental institutions)
together through a collective action process
to facilitate the flow of information between
the government and the governed.

The
World Bank Institute (WBI) supports the emergence
of an independent and viable media as one means of
assuring improved information flow, an informed citizenry
and an accountable government. WBI media development
programs seek to encourage a policy environment hospitable
to media activity, as well as skills development within
media organizations.
WBI
training programs, delivered both regionally and in
select countries, reached about 4,000 policy makers,
stakeholders, and journalists between 1996 and 2004.
Programs include a broad course titled Information,
Governance and the Media as well as more specialized
programs on records management, coalition-building
and access to information, and a number of courses
for journalists on topics such as investigative reporting;
economic journalism, health, and environment. Programs
are offered through face-to-face workshops and by
way of distance learning technologies, such as videoconference,
interactive television and the Internet.
