Upgrading in slums and low income neighborhoods is effective when
the communities themselves are central to, and instrumental in the
process. To participate fully, and make informed decisions on what
will be done to improve their neighborhood, communities need good
information, and useful knowledge. Upgrading, particularly when
done to scale, is about mobilizing the energies of residents.
Giving and getting information to and from a community needs
facilitation. The population involved in upgrading and their
supporting program staff, intermediary NGOs etc., need to
understand the difficulties and the opportunities of upgrading.
Information technology, when appropriately applied can help. It
can link the population to other communities that have been
upgraded, networks can be created. Information technology can help
visualize options, it can record and forecast changes,
possibilities, trade-offs, etc.
