Module 4 'LED Strategy Implementation' introduces participants to the steps of preparing for LED strategy implementation. It considers the structures and frameworks for implementing and organizing the LED strategy, and assesses the roles of different partners in the strategy making process. It details the schedule for strategy implementation, the financing plan, monitoring and evaluation, and stakeholder involvement, and considers the institutional implications of LED programs. The module provides guidance on preparing LED project action plans, a necessary undertaking for each project.
The module examines risk assessment analysis as a means of determining LED project risk and viability, and concludes with a series of planning for implementation tasks that include finalizing project action plans, establishing the coordinating body for strategy implementation, and determining the role, reporting mechanisms and funding for the strategy coordinating institution. Participants are tasked with identifying the institutional mechanisms for LED implementation, developing a communications and LED stakeholder participation plan, and preparing an implementation plan and strategy.
