Documents
This folder consists of sample bidding
documents issued by ministries of public works/transport and road
administrations to procure road
management and maintenance under PBC. In addition, this folder offers
samples of some particularly interesting elements of a bid package,
e.g. a request for contractor qualifications, maintenance standards,
and others. The intent is to assist institutions that are new to
PBC by giving them a variety of models for possible starting points,
which they would then build on to draft bidding documents matching
their country’s conditions and constraints, aspects to be covered,
and PBC objectives. The countries’ bidding documents should
be reviewed in conjunction with the Country
Matrix and respective
Case Studies (if available) to understand better the context in which
they were developed.
It is strongly recommended to use the WB Sample
Bidding Documents as a starting point. Four of the included sample bidding documents
were used on WB-financed projects, illustrating the adaptation of
the original Bank document, 2004, to suit local conditions: in Cambodia
(for national roads in 2004); Serbia and Montenegro (hybrid contract,
for main and regional roads in 2004); Madagascar (contracts to maintain
all season roads are underway); and Tanzania (for unpaved all season
roads in 2005). To see somewhat different approaches, readers shall
examine bidding documents prepared in New Zealand (for state roads,
revised edition of 2005); and Washington, D.C, USA (for interstate
highways and road structures in 2000).

The Document was developed by the Ministry of Public Works and Transport
of the Kingdom of Cambodia in 2004 to invite bid through the National
Bidding Competition to execute routine maintenance on 331 km of national
roads under a performance-based contract.

This Request for Qualifications, issued by the British Columbia
Ministry of Transportation (BC MOT), is for the purpose of eliciting
responses from firms wishing to be qualified by the Ministry to submit
proposals for Highway Maintenance Contracts. Two other useful documents
from British Columbia are also included, the Quality Plan and Contractor
Assessment Program Manual, and Maintenance Standards. Both of them
are living documents and are subject to change at any time. Users
of the Guide are advised to query the BC MOT website for their most
recent versions.

These documents were prepared to launch pilot performance-based
contracts for management and maintenance of national roads. The contracts
are expected to be awarded in 2006. The documents are similar to
the ones prepared for Tanzania, shown below, except for the language
used: they are in French for Madagascar and in English for Tanzania.
The enclosed Technical Report presents the summary of findings and
recommendations generated during the preparation of this pilot.
- New Zealand: State Highway Maintenance

In 2006, Transit NZ released the sixth edition of the State Highway
Maintenance Contract Proforma Manual SM032 and the forth edition
of "Pre-Qualification - Procedure Manual for Trial". It
contains all of Transit NZ's tender documents relevant for performance-based
road maintenance contracting, in a standard format. Specifically,
Appendices B show the Maintenance Contract Proforma Manual SM032,
designed for use by consultants when preparing tender documents for
hybrid contracts. Appendices C do the same for pure performance-based
maintenance contracts. (Appendix A is omitted as it relates to the
traditional method-based procurement model.) Part of the first-edition
tender document that New Zealand developed for its pilot Performance
Specified Maintenance Contract PSMC 001
is enclosed for those readers who are interested in following the
evolution of the PBC principles and practices.

The tender documents for international competitive bidding were
developed in 2004 by the Road Directorate of Serbia and Montenegro,
to invite bidders to execute routine and winter maintenance on 660
km of main and regional roads, under a three-year hybrid performance-based
contract.

roads covering about 1,100 km of Tanzania’s national road network.
The contracts are expected to be launched in 2006. The documents

Technical Report presents the summary of findings and recommendations
generated during the tender preparation and bid evaluation process.

This document was developed in 2000 by the District of Columbia
Department of Public Works (DCDPW), in cooperation with the US Federal
Highway Administration (FHWA) to request proposals from the private
sector for management of roadway assets of the National Highway System
along approximately 75 miles of streets and urban roads for the period
of five years.
