This working paper examines the concerns and the relationship between the People's Republic of China (PRC) and the World Bank. By many measures, the relationship developed over the past quarter-century has been very successful. During this period, China has been the World Bank's largest client, borrowing over $40 billion for more than 280 investment projects. Its projects have the highest success rate of any larger World Bank borrower. In addition to the lending projects, the Bank has conducted a wide range of studies, technical assistance (TA), and training activities in China. The country's overall success with reform, growth, and poverty reduction during this time is well known. While China should be given full credit for such positive developments, the Bank has been recognized for playing an active supporting role alongside the country. The Bank's four main contributions have been to: (i) introduce relevant international practices and experiences; (ii) make timely diagnostic studies of China's challenges and recommendations to address them; (iii) follow up with well-considered investment projects to test innovative ideas; and (iv) implement appropriate capacity building programs to turn some of the more successful elements into replicable models.
