Background
The
World Bank's Independent Evaluation Group (IEG), has released its report on the World Bank's involvement in global programs in December 2004. This report,
entitled Addressing the Challenges of Globalization,
follows on a
Phase 1 report
(2002) and a
meta-evaluation of the
CGIAR
(2003). Based on lessons derived from case studies of
26 Bank-supported global programs, the report draws cross-cutting lessons about the
design, implementation and evaluation of global programs
Each case study follows a common outline and addresses four
major evaluation issues, which correspond to the four major
sections of each report:
- The overarching global relevance of the program
- Outcomes and impacts of the program and their sustainability
- Organization, management, and financing of the program
- The World Bank's performance as a partner in the
program
The
Independent Evaluation Group (IEG) is an independent unit within the World
Bank; it reports directly to the Bank's Board of Executive
Directors. The goals of IEG 's evaluations are to draw lessons
from Bank experience, and to provide an objective basis for
assessing the results of the Bank's work.
