The Independent Evaluation Group (IEG) of the World
Bank Group will host a Conference
on the Effectiveness of Policies and Reforms on October
4, 2004. The main purpose of the conference is to provide
a forum in which government officials, civil society and
Bank staff can discuss how to improve the effectiveness
of Bank support for policies and programs.

IEG evaluations on key topics will be used to lead off
the discussion, with noted experts providing the external
perspective on these issues. The first session will broadly
address the theme of policy change. The backdrop for this
topic will be IEG 's 2003
Annual Review of Development Effectiveness (ARDE), which
has just completed a careful assessment of this subject.
Two sessions based on Country Assistance
Evaluations (CAEs) will follow, in which we review the
Bank's support to a country over a long-term perspective.
Here, the plenary session will be followed by breakout sessions
focusing on special policy issues surrounding Middle-Income
and Post-Conflict Countries.
The fourth session will focus on Poverty Reduction Strategy
(PRS) related issues-and will be based on a recent IEG evaluation of the PRSPs. The conference will conclude
with a discussion on how to improve support for policy change
by taking a forward-looking approach to policy work and
reform initiatives both in developed and developing countries.
