Reason for Selection
The ICR is forthcoming about the project's positive achievements and shortcomings and is noteworthy for being an outcome-based self-evaluation. The analysis of achievements -- of both outputs and outcomes -- is supported with solid evidence. The ICR draws useful lessons based on the analysis. Other high-quality components of the ICR include the section on economic rates of return, which explains why actual ERRs differed from appraisal estimates, and the annex on performance indicators, which does a good job of comparing target and actual values.
