| This ICR provides a very frank and comprehensive discussion of the project experience. It contains a nuanced analysis of institutional, governance, and decentralization issues, and discusses problems with project design in a constructive way. There is also a good discussion of monitoring and evaluation, including the problem that not all of the indicators were appropriate to measure the achievement of project objectives and readiness to proceed to the second phase of the program. |
