Evaluating the World Bank's Assistance
for Fighting the HIV/AIDS Epidemic
Performance Assessments of Completed Projects

As part of its mandate, IEG evaluates the development effectiveness of a share of completed World Bank projects in a product called the Project Performance Assessment Report (PPAR).

Based on a thorough review of project documents, interviews with relevant actors, and additional data collected during field visits, IEG assesses the development effectiveness of each project. The main rating is on the project's outcome, which is the extent to which the project's major relevant objectives were achieved, or are expected to be achieved, efficiently. IEG also rates each project on sustainability, institutional development impact, World Bank performance, and Borrower performance.

Project assessments have been conducted for completed AIDS projects in eight countries: Brazil, Cambodia, Chad, India, Indonesia, Kenya, Uganda and Zimbabwe.

Brazil: AIDS and STD Control Project I and II (also available in: Portuguese)
Cambodia: Disease Control and Health Development Project
Chad: Population/AIDS Control Project in English and French
India: National AIDS Control Project
Indonesia: HIV/AIDS and STDs Prevention and Management Project
Kenya: Sexually Transmitted Infections Project

Uganda: Sexually Transmitted Infections Project

The Independent Evaluation Group (IEG) is an independent unit within the World Bank; it reports directly to the Bank's Board of Executive Directors. The goals of IEG 's evaluations are to draw lessons from Bank experience, and to provide an objective basis for assessing the results of the Bank's work.
