A Three-Tier Model for Evaluation Training
The IEG evaluation of Using Training for Capacity Building used a three-tier model for evaluating training. Training was evaluated by looking not only at the results of training, and the process by which training was managed, but also by examining the validity of bridging assumptions that would be needed to get from one link in the results chain to the next.
