External Advisory Panel
 


The objectives of the External Advisory Panel were to: bring to bear diverse perspectives in the conduct of IEG’s evaluations; serve as a sounding board for the design and findings of the evaluation as they emerge; and add authority and credibility to the findings. The four-member Panel for the Primary Education Evaluation was selected on the basis of: (i) outstanding professional credentials; (ii) leadership role among key stakeholder groups; (iii) breadth of interest and expertise in key areas; and (iv) understanding of the World Bank’s role and operations. The Panel convened at critical points of the evaluation to advise on the evaluation design, comment on preliminary findings and intermediate outputs, and review and comment on the evaluation final report. Three of the four Panelists submitted a joint response to the final report (Response 1); the fourth submitted a separate, individual response (Response 2).


External Advisory Panel Members

David Archer, Head of International Education, Action-Aid and Chair of the Commonwealth Education Fund. Specialist and international catalyst in community education, adult literacy (using Freirean approaches), and education for all; systematized and evaluated ActionAid's experience in basic education across 20 countries; supported civil society campaigning on basic education in 30 countries; chaired the Commonwealth Education Fund for raising the profile of EFA in 17 low-income countries; works on linking grassroots practice to policy making at the highest levels.

Merilee S. Grindle, Edward S. Mason Professor of International Development at John F. Kennedy School of Government. Specialist on comparative analysis of policymaking, implementation and public management in developing countries with particular reference to Latin America. Current research interest in on the political economy of local government reform. Authored Despite the Odds: The Contentious Politics of Educational Reform ( Princeton Univ. Press, 2004. Extensive experience advising development agencies.

Beatrice Okyere, In charge of Special Education at the University of Cape Coast in Ghana. Expert on disability and education; first Director of the Center for Research on Improving the Quality of Education in Ghana; a leading African researcher and activist on relating policy and classroom level practice linked to Education for All. Has consulted widely in Africa.

Paulo Renato Souza , Consultant; Former Minister of Education; Former Operations Manager, IDB; Former Chair of WB Education External Advisory Panel. Managed major reforms in quality, equity and efficiency of education in Brazil at all levels. As Minister, focused on financing, learning outcomes, standardized assessments, anti-corruption and decentralization.

The Independent Evaluation Group (IEG) is an independent unit within the World Bank; it reports directly to the Bank's Board of Executive Directors. The goals of IEG 's evaluations are to draw lessons from Bank experience, and to provide an objective basis for assessing the results of the Bank's work.
