"Management in our region has gone out of its way to try to dispel the fears that some people have about the issue of attribution when you use monitoring and evaluation. There has been a lot of discussion about that and the message that’s coming through pretty clearly is that it’s not about attribution, it’s about the contribution of our activities to higher level objectives."

"Project teams need to pay a good amount of time to the preparation and the design of the projects…It is very important to have a good counterpart that you can depend on to implement the project, and…it is important to have continuity in the counterpart because changes in the personnel that implement the project sometimes leads to delays and the loss of focus when implementing a project."

Margaret Arnold, Award for Natural Disaster Hotspots A Global Risk Analysis Study
"The two main advances were made in terms of promoting disaster risk management as a development priority…(The study) provides for the very first time the scientific underpinnings of a global analysis of where the most vulnerable countries are both in terms of the potential loss of life and the economic assets at risk, so it was key for us within the World Bank to make sure we connect disaster impacts with the economic impacts because that’s what makes this a development issue and not merely an issue of humanitarian assistance."

"Over the past five years of this country program, we’ve been supporting a very consistent vision of development which has led to very positive results in terms of economic growth and the expansion of agricultural production. It has also led to an acceleration and progress in the social services areas in terms of children in school, child survival, and life expectancy."

Toru Konishi, Award for ICR Albania Land Development Project
"In many countries where CDD (Community-Driven and Development projects) are needed, the capacity of the governments is very limited. In order for the government to focus on the CDDs, it’s better for us to keep the projects simple and also it will help the community’s people to understand the overall picture of the project…We should try to fit the projects into the community rather than try to fit the communities into the project."
