IEG Good Practice Awards: About the Awards

Background
Since 2004, the World Bank's Independent Evaluation Group (IEG) has annually selected a small number of winners from among operations evaluated in the previous fiscal year for its Annual Good Practice Awards.
Purpose
IEG Awards recognize strong Bank performance in design, implementation, and/or monitoring and evaluation that contributes to positive development outcomes. The main purpose of the Awards is to create incentives within the Bank for such performance. Former and current bank staff and Bank consultants are eligible for the Awards.
Award Categories
The award categories are:
- Projects
- Implementation Completion and Results Reports (ICRs)
- Country Programs
- Country Assistance Strategy Completion Reports (CASCRs)
- Monitoring and Evaluation
- Initiatives (including analytical work) with Demonstrated Impact/Results
Selection Panel
The winners are selected by an IEG Panel of senior evaluation experts from a variety of development disciplines.
Selection Criteria
The winners are selected based on the findings of IEG evaluations (viz., Project Performance Assessment Reports (PPARs); ICR Reviews; Country Assistance Evaluations (CAEs); CASCR Reviews; Sector, Thematic and Global/Corporate Studies; Impact Evaluations) conducted in the previous fiscal year using the following criteria:
Projects/Programs
- Highly satisfactory overall Bank performance or exemplary design/implementation feature (e.g., resuls-oriented monitoring and evaluation); and
- Strong all-around performance on other dimensions of development effectiveness, including Outcome, Risk to Development Outcome, Borrower Performance and Monitoring and Evaluation (M&E).
ICRs/CASCRs
- Quality of evidence;
- Quality of analysis;
- Lessons based on evidence and analysis;
- Results-orientation (ICR should be outcome-driven, not an implementation narrative);
- Internal consistency;
- Consistency with Bank ICR guidelines; and
- Conciseness.
Monitoring and Evaluation
- Supporting or undertaking results-oriented monitoring and evaluation;
- Using monitoring and evaluation findings to influence decision-making and/or resource allocation;
- Sharing knowledge and raising awareness about the importance of monitoring and evaluation;
- Developing monitoring and evaluation capacity in-country or within the Bank;
- Fostering local ownership/creating local demand for monitoring and evaluation;
- Giving adequate attention to evaluation (not just monitoring); and/or
- Supporting or undertaking timely evaluation (baseline, mid-term, and end-line).
Initiatives (including analytical work) with Demonstrated Impact/Results
- Evidence of significant impact/results; or
- Evidence of small but catalytic impact/results.
